The Cartoon Museum is located close to the front of the British Museum on Little Russell Street. It is small, relatively uncrowded and provides a comprehensive insight into British comic art from Hogarth to Viz. There is an admission fee of £5.50 for adults, but the Museum provides hours of entertainment, hosts regular exhibitions focussing on particular cartoonists or themes and has a superb shop offering excellent cartoon-inspired gift ideas (possibly the best range of gift cards available anywhere). Well worth a trip by itself or in combination with the British Museum.
